[IGSMAIL-6800] IGS timescale unavailable

Dear Colleagues,

AC equipment at the U.S. Naval Research Laboratory has failed
and is under repair. We hope the repairs will be done today, but
they could take up to several days. In the meantime, the IGS
timescale processes will be unavailable starting today. The IGS
Rapid and Final clock products will be re-aligned after the repairs
are complete. A follow-up notice will be sent upon release of the
re-aligned products.

Apologies for any inconvenience this unexpected outage causes.
