[IGSMAIL-6778] MGEX web site mirror

Dear colleagues,

we have recently been made aware of access problems to the primary web 
site of the IGS Multi-GNSS Experiment (MGEX) for limited users that are 
related to firewall settings of the host computer system. An alternative 
platform enabling worldwide access is being investigated and should soon 
be made available. For a transitional period, users that can't access 
the primary site at

   http://igs.org/mgex/

are encouraged to use the mirror at

   http://igsws.unavco.org/mgex/

intead. We hope that this helps to spread information ot all interested 
users and promotes an active cooperation of all interested parties in 
the MGEX project.

We apologize for any inconvenience that the present access limitations 
may have caused.
