[IGSMAIL-6747] delayed delivery of IGS Rapid products for Wk 1733, day 3

Dear Colleagues,

We had a slight glitch in our process that delivers the combined
products to the IGS Data Centers. The glitch caused a ~38 minute
delay in the delivery of the IGS Rapid products. Very sorry for
the inconvenience. We do not yet fully understand the details of
the glitch, but will continue searching. Meanwhile we will follow
the systems more closely to try to minimize any further delays.

Thanks very much to Nick Stamatakos at the U.S. Naval Observatory
for noticing the missing Rapid files.
