[IGSMAIL-6734] Irregular GLONASS constellation change (for R08)

NOTIFICATION:
We could observe that

  GLONASS-743, R08, 2011-064C, frequency channel +6

has been re-activated during day 053 (22 Feb 2013). It is very
uncommon, however, that usable observation data for the previous
GLONASS SV (to be replaced)

  GLONASS-801, R08, 2011-009A, frequency channel -5

is still collected by a specific receiver group (principally JAVAD
receivers). It is worth mentioning that POD for GLONASS-801 was
actually feasible after re-activation of GLONASS-743.

However, the re-activated GLONASS-743 has been included in the analysis
scheme at CODE starting with day 054.
