[IGSMAIL-6724] Broadcast Ephemeris for Galileo E11 and E12

Dear Colleagues,

Stream RTCM3EPH on http://mgex.igs-ip.net/home now also contains ephemeris data for Galileo E11 and E12 satellites. They are converted from data of a mix of MGEX and CONGO stations. The format is RTCM-3 following the latest draft for Galileo ephemeris message type 1045.
