[IGSMAIL-6716] Delay in IGS Rapid PPP solution for 1722_2

Dear Colleagues,

Earlier today, IGS Rapid PPP processing failed to complete the process due
to the connection problem with CDDIS between 9 and 10 am UTC today.   This
caused about 3 hours of delay in the IGS Rapid PPP report for the week of
1722 day 2.  Sorry for any inconvenience this may have caused.
