[IGSMAIL-6714] IGS Rapid Combination (IGR): 1722 0 (Resubmission)

Dear Colleagues,

The rapid products from yesterday were just resubmitted in
order to correct an issue with the alignment of the combined
clocks. The GFZ Analysis Center had a very large offset w.r.t.
GPS Time, which caused the combined clocks to have a
timescale jump of ~600 ns. The jump in the timescale of the
combined clocks only impacts the timing community. Geodetic
applications will not be impacted.

This problem is unrelated to the current outage of the IGS
timescale services.

The orbits and EOPs did not change with this resubmission.

Thanks to Gérard Petit for noticing the ~600 ns jump!
