[IGSMAIL-6712] Wk 1719 final orbits & clocks

Dear Colleagues,

The timescale issue reported in IGSMAIL 6708 was caused by a system hardware
failure at the U.S. Naval Research Laboratory (NRL). IGS timescale services
should be restored later this week. In the meantime, Wk 1719 GPS Final orbits
and clocks (aligned to GPS time) have been released for geodetic applications.
The clocks will be re-aligned to IGS time and re-released, along with an
IGSMAIL notice, once the timescale services are available.
