[IGSMAIL-6708] IGS timescale outage

Dear Colleagues,
The IGS Rapid timescale processes at the U.S. Naval Research Laboratory have
been unavailable starting with IGR products for day 5 of GPS Week 1720, which
were released on Saturday, December 29, 2012.
Geodetic applications are not impacted by this outage. The impacts should be
limited to the timing community.
It is unlikely that the issue will be resolved before next week. Once resolved,
the IGR clocks will be re-aligned and re-released, along with an IGSMAIL to
notify users.
It is possible that the timescale outage will also impact delivery of the IGS
Final products for GPS Week 1719, which are to be released by this Friday.
