Resubmission of Rapid IGS Combined Products for 1717_5 thru 1719_1

An unexpected issue with clocks at AMC2 and USN3 caused >400 ns jumps in the
IGS Rapid timescale. Therefore, the product files *.clk *.cls were replaced
using the clock products re-aligned to the corrected time scale from the IGS
Clock Product Center. The new clocks were also merged into resubmitted *.sp3
files.

The clock differences between all satellites and stations within each epoch
are identical with the old clock products and therefore precise point
positioning results and other purely geodetic applications will not be
affected by this change.  Only the time scale of the clocks is affected.
