[IGSMAIL-6691] delayed delivery of IGS rapid products igr17156.???

Dear Colleagues:

The combination procedures failed during the generation of the Rapid products
for wk=1715 & dow=6 (24 November 2012), which delayed their delivery by about
82 minutes.

I have found/corrected the bug that caused the crash, and expect the combination
procedures to resume normally.

Apologies for any inconvenience this delay may have caused.
