[IGSMAIL-6686] Delayed delivery of IGS Finals products for Wk 1710

Dear Colleagues:

The Institut Géographique National (IGN) in Saint-Mande, France
had an unexpected outage overnight. This will delay full delivery
of the Wk 1710 (Oct. 14-20) IGS Finals orbits, clocks, ERPs, and
terrestrial frame products until sometime Saturday (Nov. 3).
Apologies for any inconvenience this may cause.
