[IGSMAIL-6679] igs08_1711.atx: Update including reactivated R712

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been updated. The new release is called 'igs08_1711.atx'. It contains the following changes:

1) According to the Information-Analytical Centre, GLONASS-M satellite R712 was reactivated utilizing almanac slot 8. Therefore, the following satellite has been added to igs08.atx:

R08 (R712)

> 8 	1 	06 	712 	26.12.04 	07.10.05 	14.12.11 	93.9 	- 	- 13:01 22.10.12 	Maintenance

2) A decommission date for the following satellite has been added:

R08 (R743): 17 October 2012
