[IGSMAIL-6678] CDDIS computer system outage -- October 27-28

Due to center-wide power work at GSFC, the building housing the CDDIS 
servers will be without power starting at 15:00 EDT (19:00 UTC) on
October 27 through approximately 11:00 EDT (15:00 UTC) on October 28. 
Therefore, the CDDIS will be inaccessible during that time.  

While the CDDIS is unavailable, users can access one of the other
data centers supporting the services:
