[IGSMAIL-6671] New PRN24/SVN65 active

PRN24/SVN65, the third Block IIF satellite launched on day 278, is
active. "All-in-view" tracking stations of the IGS network have been
receiving its signals since day 282 (08 Oct 2012):

This PRN is already included in the analysis scheme at CODE. Starting
with our day 282 rapid and day 283 ultra-rapid orbit submissions, the
CODE GNSS orbit products now include 56 satellites (32 GPS plus 24
GLONASS). PRN24/SVN65 is marked unusable.
