[IGSMAIL-6669] Reminder: upcoming switch to IGb08

Dear IGS Community,

This is just a reminder of the upcoming switch to the IGb08 and the 
adoption of the JPSREGANT subtype calibration at the beginning of week 
1709 ( 7 October 2012).

At that time, all affected sitelogs, igs.snx, and igs_with_former.snx 
will be updated to reflect the correct JPSREGANT subtype.
