[IGSMAIL-6619] Issues with 00h and 06h IGU products for 1695_2

Dear Colleagues,

The 00h and 06h ultra-rapid products experienced unusual problems overnight.
Outages at the IGS global Data Centers resulted in unique failures downstream.
That is, IGU 1695_2_00 had only the minimum number of contributed solutions for
combination. The quality of this 00h product may be slightly degraded, but
should be of similar quality to one of the best contributions. IGU 1695_2_06
was delayed ~3h after a bug in the combination s/w was corrected. The bug was
exposed by the lacking contributions for the 00h combination. We are considering
changes to further protect against these kinds of problems.

It is important to emphasize that none of the issues were related to lasting
effects from the leap second this past Saturday -> Sunday.
