[IGSMAIL-6599] IGS Community Bibliography

The IGS is building a community bibliography of papers, articles, books,  
presentations and other publications that cite the IGS or refer to the IGS  
products and services. This information will be published on the IGS  
website as a reference resource for the IGS community, as well as to  
provide overall visibility into the breadth of users and applications that  
utilize the IGS. Users are asked to provide full references and include  
abstracts (where available) as prompted below. We ask that you place first  
priority on submitting references from 2011 and 2012 at your earliest  
convenience, though you are also encouraged to include important references  
from previous years at any time.
