[IGSMAIL-6571] CC2NONCC important software update v6.5

Dear IGS members,

Please be advised that a new version of the cc2noncc software is now 
available from our anonymous ftp server:

ftp://dgn6.esoc.esa.int/CC2NONCC/CC2NONCC_ESOCv6.5.tar.gz

this version (6.5) now works properly when correcting RINEX 2.11 files 
with up to 25 observables, and 32 satellites per epoch.

As a matter of convenience we have posted in the same server a p1c1bias 
history file built from the CODE monthly average values, you can find 
ESOC's sample bias history file here:

ftp://dgn6.esoc.esa.int/CC2NONCC/p1c1bias.hist


ESOC will NOT guarantee the update of this file on our server. Please 
refer to the published CODE P1C1 bias values 
(ftp://ftp.unibe.ch/aiub/CODE/P1C1.F) to continue to update your own 
p1c1bias file as needed.


Please let me know if you find any issues with this software.  Thanks to 
Adrien Mezerette and Sylvain Loyer at CLS in France for noticing the 
latest bug and bringing it to my attention.

Please note that the cc2noncc does not correct Rinex 3 files. Please let 
me know if this is urgent for you so that I can place it in my priority 
list.
