[IGSMAIL-6564] igs08_1682.atx: Update including reactivated Block IIA satellite SVN32/PRN24

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1682.atx'. It contains the
following changes:

1) According to 'NANU 2012018' the following satellite has been added:

G24 (G032)

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2012018 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS *** ON APPROXIMATELY 14 MAR 2012
SVN32 WILL RESUME TRANSMITTING L-BAND UTILIZING PRN24.  AT L-BAND
ACTIVATION, SVN32/PRN24 WILL BE UNUSABLE UNTIL FURTHER NOTICE.
ADDITIONALLY, NO BROADCAST ALMANACS WILL INCLUDE SVN32/PRN24.  FUTURE
NANUS WILL INFORM USERS OF ANY CHANGES TO THE ABOVE-STATED STATUS.

2) A decommission date for the following satellite has been added:

G24 (G049): 14 March 2012

3) A robot calibration provided by Geo++ GmbH for the following antenna
type has been added:

NOV533+CR       NOVC

This antenna type is installed at the SIRGAS station MARA in Venezuela
that might be added to the IGS network in the near future:
