[IGSMAIL-6538] SVN49 reassigned and full GPS+GLONASS constellation reached

SVN49, a GPS Block IIR-M satellite launched on 24 Mar 2009, has been
reassigned (from originally PRN01) to PRN24. "All-in-view" tracking
stations of the IGS tracking network have been receiving its signals
since day 033 (02 Feb 2012):

This satellite is already included in the analysis scheme at CODE.
Starting with our day 033 ultra-rapid and rapid orbit submissions, the
CODE GNSS orbit products now include 56 satellites (32 GPS plus 24
GLONASS). PRN24/SVN49 is marked unusable.
ANOTHER MILESTONE REACHED: With a total of 56 active GPS/GLONASS
satellites, we reached a full GPS+GLONASS constellation.
