[IGSMAIL-6536] reminder to include L2(P) and P2

Dear Colleagues,

Some receivers can now track both L2(C) and L2(P) along with C2 and P2
for all modernized GPS satellites.  However, satellites in RINEX files
reporting only the C2 cannot be processed in the IGS for the time being; 
P2 is always needed.  Therefore, the IGSCB reminds all station operators 
that RINEX files from IGS stations must include L2(P) and P2. C2, if 
possible, should also be reported for all L2C-capable satellites. 
Please take a few moments and check that your receiver is reporting P2 
for all satellites and also check if possible that you are reporting L2 
from P2.
