[IGSMAIL-6496] igs08_1664.atx: Update including GLONASS-M satellite R744

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1664.atx'. It contains the
following changes:

1) One of the three GLONASS-M satellites launched on 4 November 2011 was
added with a preliminary z-offset value of 245 cm:

R744 (R03)

Unfortunately, it is not yet clear when the GLONASS-M satellites R743,
R745 and R746 will replace the satellites currently active in almanac
slots 2 (R728), 7 (R712) and 17 (R714):

2) A decommission date for the following satellite has been added:

R801 (R03): 30 November 2011

3) Two additional robot calibrations provided by Septentrio NV and
performed by the Senate Department for Urban Development Berlin
("SenStadt Berlin") were added:

SEPCHOKE_MC     NONE
SEPCHOKE_MC     SPKE
