[IGSMAIL-6474] igs08_1657.atx: Update including latest GLONASS constellation changes

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1657.atx'. The following
GLONASS constellation changes were considered:

> >  According to GLONASS System control center the SV Glonass-M No722 is scheduled to be transferred to the orbital reserve on the 13 October, 2011 at 01:00 (MSC). Frequency channel -7 (minus 7) will be assigned to SV Glonass No715 orbital slot No14 .
> >  During the works SV Glonass-M No715 will be unusable.

In detail, the latest release of igs08.atx contains the following changes:

1) New file entries for the following satellites:

R715 (R14)
R742 (R04)
R801 (R03)

2) Decommission dates for the following satellites:

R715 (R03): 12 October 2011
R722 (R14): 12 October 2011
R801 (R04): 10 October 2011
