[IGSMAIL-6468] Updates to the IERS Conventions (2010)

Information on the updates to the IERS Conventions (2010)

The IERS Conventions Center informs of the following updates:

* Chapter 6 "Geopotential" has been updated on 23 September 2011, see
http://tai.bipm.org/iers/convupdt/convupdt_c6.html .

In the section 6.3.2 "Ocean tide models", part "FES2004", the phase of the
C20 term of the very long period waves has been corrected to pi/2 and the
corresponding changes are introduced in the first two data lines of the
files fes2004.dat and fes2004_Cnm-Snm.dat.
Note that a significant error is also corrected in the file
fes2004_Cnm-Snm.dat: The unit of the coefficients is 10^-11 (erroneously
was 10^-12).

* Chapter 7 "Displacement of reference points" has been updated on 23
September 2011, see http://tai.bipm.org/iers/convupdt/convupdt_c7.html .

The subroutine ARG2.F has been corrected for a bug that caused an error
for dates starting with year 2000.


It is expected that the USNO web site
http://maia.usno.navy.mil/conv2010/convupdt.html will be updated with a
short delay.
