[IGSMAIL-6450] igs08_1648.atx: Update including reactivated SVN35/PRN30

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1648.atx'. It contains the 
following changes:

1) According to 'NANU 2011055' the following satellite has been added:

G30 (G035)

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2011055 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS *** ON APPROXIMATELY 05 AUGUST 2011 
SVN35 WILL RESUME TRANSMITTING L-BAND UTILIZING PRN30.  AT L-BAND 
ACTIVATION, SVN35/PRN30 WILL BE UNUSABLE UNTIL FURTHER NOTICE. 
ADDITIONALY, NO BROADCAST ALMANACS WILL INCLUDE SVN35/PRN30.  FUTURE 
NANUS WILL INFORM USERS OF ANY CHANGES TO THE ABOVE-STATED STATUS.

2) A decommission date for the following satellite has been added:

G30 (G030): 4 August 2011

This satellite was officially decommissioned from active service on 20 
July 2011, but continued to transmit usable signals:

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2011048 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS *** GPS SATELLITE SVN30 (PRN30) WAS 
DECOMMISSIONED FROM ACTIVE SERVICE ON JDAY 201 (20 JUL 2011).  PRN30 
WILL BE AVAILABLE FOR FUTURE SATELLITE SERVICE.
