[IGSMAIL-6443] IGS Final Troposphere product transition to USNO

Dear IGS Colleagues:

We are pleased to announce that the USNO has officially made the 
transition to providing the IGS Final Troposphere products as of July 
2011. Files for the final troposphere estimates will continue to be 
located at ftp://cddis.gsfc.nasa.gov/gps/products/troposphere/zpd with 
consistent file naming and formatting.

The Final Troposphere products are produced using a PPP method and GMF 
mapping functions with the Bernese software. The expected latency is 3 
weeks dependent on the availability of the IGS Final orbits, clock, etc. 
Our hopes is that this will be a seamless transition from the products 
produced by JPL, the previous IGS Final Troposphere product provider.
