[IGSMAIL-6415] GLONASS DV event with respect to R07/712

NOTIFICATION:

We observed for the first time a repositioning event for GLONASS,
namely with respect to R07/712 on:

29-Apr-2011 11:42:56 GPST (mean epoch of event)

The estimated components of the velocity change are given in our IGS
analysis summary for GPS week 1633 (IGS Report 19725):

Estimated DV components in orbital frame:
   -0.5 mm/sec (radial)
  -26.8 mm/sec (along track)
   -0.5 mm/sec (out of plane)

Remark: Although no observation data was available for R07/712 on
29-Apr-2011, the repositioning event could be detected based on
forward-backward orbit extrapolation.
