[IGSMAIL-6409] igs08_1639.atx: Update including reactivated SVN35/PRN01

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1639.atx'. It contains the
following changes:

1) A decommission date for the following satellite has been added:

G01 (G049): 6 May 2011

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2011039 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS ***
GPS satellite SVN49 (PRN01) was decommissioned from active service on
JDay 126 (06 May 2011). PRN01 is available for future satellite service.

2) According to 'NANU 2011043' the following satellite has been added:

G01 (G035)

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2011043 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS *** On approximately 1 June 2011,
SVN35 will resume transmitting L-band utilizing PRN01.  At L-band
activation, SVN35/PRN01 will be unusable until further notice.
Additionally, no broadcast almanacs will include SVN35/PRN01.  Future
NANUs will inform users of any changes to the above-stated status.
