[IGSMAIL-6402] SOPAC public server issues

The SOPAC web application server is currently experiencing some hardware
problems.  We are working to get the server back up as quickly as
possible, but in the meantime, some web processing is not working
correctly including SCOUT, SOMI and some custom GPS Explorer processing.

We hope to have all services restored by 12:30 pm.
