[IGSMAIL-6348] further IGS product delays possible overnight

In order to effect permanent repairs for the failed components that
caused today's power outage, power will be off overnight (14/15 Feb.)
starting around 23:00 UTC and continuing until the work is completed.

As a result, it is possible that the Ultra-rapid combinations for wk 1623,
d 2, hr 00 (due at 03:00 UTC) and even hr 06 (due at 09:00 UTC)
could be delayed.
