[IGSMAIL-6324] Update: igs05_1617.atx - update including latest GLONASS changes

Dear IGS colleagues!

With a bit of delay, the absolute IGS antenna correction file
(igs05_wwww.atx) has been updated with the changes in the GLONASS
constellation from December. Sorry for any inconvenience this delay may
have caused. The new release is called 'igs05_1617.atx'. It contains the
following changes:

1) Due to the change of several slot designations, the following
satellites were added:

R03 (R727)
R14 (R722)
R17 (R714)

2) 'Decommission' dates for the following satellites have been added:

R03 (R722)
R04 (R727)
R14 (R715)
R17 (R718)

In detail, the following happened:

slot 3: R722 (until 15 December) -> R727 (from 16 December)
slot 4: R727 (until 15 December) -> unoccupied
slot 14: R715 (until 15 December) -> R722 (from 16 December)
slot 17: R718 (until 15 December) -> R714 (from 16 December)

R714: spare of slot 23 -> slot 17
R715: slot 14 -> spare of slot 14
R718: slot 17 -> spare of slot 17
R722: slot 3 -> slot 14
R727: slot 4 -> slot 3

3) The decommission date of G010 was corrected:
18 November 1995 -> 26 March 1996

Compare the following:
"Unusable beginning 18 Nov 95 1845 UT due to end of life testing; PRN12
was boosted to a higher orbit for disposal on 26 Mar 96"
