[IGSMAIL-6321] warning about PRN25/SVN62 orbit

FYI, based on IGS Ultra-rapid ACs orbit submissions,
the recent performance of the PRN25/SVN62 satellite
(the first and only IIF) has been highly problematic
since about 18:00 UTC yesterday.  This satellite is
in eclipse right now, but that would not normally be
a problem for the modern blocks.

Real-time users should exercise caution if including
PRN25 data.

PRN30/SVN30 has also been behaving poorly and is also
in eclipse, but it's a IIA so that's not unusual.
