[IGSMAIL-6303] TIXJ & WTZJ: Decommissioned from IGS Network

Dear Colleagues,

Please note the following 2 stations have been formally decommissioned from the IGS Network:
TIXJ - Tixi, Russia. A close-by IGS Reference Frame station (TIXI) is still in operation and its data is available.
WTZJ - Wetzell, Bad Koetzting, Germany. In accordance to IGSStation mail # 4094, this station has been inactive since 2010-10-27T07:00Z.

These stations will move from the current igs.snx to igs_with_former.snx.
