NOTIFICATION:
The R12 GLONASS tracking anomaly as notified in IGS Mail 6279

disappeared on 10 Oct 2010 (day 283). As reported by TSNIIMASH,
R12 has been put into operation on 12 Oct 2010 (day 285):

Alexei Zinoviev from Topcon reported the following reason for this R12
GLONASS tracking problem:
Currently, R12 broadcasts anomalous pseudorange measurements (it looks
like time scale of this satellite is shifted for one second with
respect to correct time). Due to additional checks in Net-G3 receivers,
such anomalous measurements are not available for recording and output.
As soon as this problem will be corrected by GLONASS Ground Segment,
Net-G3 receivers should start outputting GLONASS observables for R12.
