[IGSMAIL-6277] Update: igs05_1604.atx - update including latest GLONASS satellites

Dear IGS colleagues!

The absolute IGS antenna correction file (igs05_wwww.atx) has been
updated. The new release is called 'igs05_1604.atx'. It contains the
following changes:

1) The latest GLONASS-M satellites launched on 2 September 2010 have
been added with preliminary z-offset values of 230.0 cm:

R09 (R736)
R12 (R737)
R16 (R738)

Due to the change of several other slot designations, also the following
satellites were added:

R03 (R722)
R04 (R727)
R06 (R733)
R16 (R736)

2) 'Decommission' dates for the following satellites have been added:

R03 (R727)
R04 (R733)
R06 (R714)
R09 (R722)
R16 (R736)


In detail, the following happened:

slot 3: R727 (until 30 September) ->  R722 (from 1 October)
slot 4: R733 (until 30 September) ->  R727 (from 1 October)
slot 6: R714 (until 30 September) ->  R733 (from 1 October)
slot 9: R722 (until 30 September) ->  R736 (from 1 October)
slot 12: unoccupied ->  R737 (from 2 September)
slot 16: unoccupied ->  R736 (from 2 September until 30 September) ->
R738 (from 1 October)

R714: slot 6 ->  spare of/in(?) slot 23
R722: slot 9 ->  slot 3
R727: slot 3 ->  slot 4
R733: slot 4 ->  slot 6
R736: new ->  slot 16 ->  slot 9
R737: new ->  slot 12
R738: new ->  slot 16
