[IGSMAIL-6267] IGN archive problems

IGN ftp server at Saint-Mande (igs.ign.fr) is down at this time, since
Monday afternoon due to hardware failure on the data storage unit. We hope
to restore it and its access as soon as possible.
I take this opportunity to remind you that there is a second IGS ftp server
at Marne-la-Valle (igs.ensg.eu) with the same contents.
