[IGSMAIL-6253] IGSCB: building power outage

  Dear IGS Colleagues,

We have a scheduled power shutdown to the building on Friday September 
10 starting at approximately 18:00 PDT (01:00 UTC). This outage is 
expected to last until Saturday 9/11 at approximately 18:00 PDT.

During this time CBIS services will be temporarily unavailable until 
power is restored.
