[IGSMAIL-6245] Minor additions to the SP3-c format document

Dear Colleagues,

At the recent IGS Workshop in Newcastle I was asked by
Dr. Hiroaki Tateshita of the Japan Aerospace Exploration Agency
to add "Jnn" codes to the sp3c.txt file to support the soon-to-be-
launched QZSS satellites.  For the QZSS satellites, the nn=PRN-192
rule will be applied; for example the first satellite QZS-1 (PRN=193)
will be called "J01" in all SP3-c files.

The code "QZS" was also added as a Time System indicator for
QZSS Time.  A list of all modifications made to the sp3c.txt
file is given at the end of the first section (starting at line 104).

The current sp3c.txt file can be found on the IGS website at:
