[IGSMAIL-6192] SOPAC web server problems

The SOPAC webserver is having major hardware issues.  We are working on
the problem but the system is likely to remain highly unstable for several
days.

This does not affect the ftp server.  GPS Explorer may have some small
details unavailable as the main webserver is worked on, but most services
should be fully available.
