[IGSMAIL-6048]: CDDIS back online again

THe CDDIS server is now up and available to the user community. We have
restored most data from the problem RAID device (2007-2008 GNSS high-
rate data are off-line). We will work through tomorrow to restore
files not archived because of today's outage. Once again we are
sorry for all the difficulties the server downtime has caused.
Let's hope that we can now enjoy the holidays and not worry about
computer systems!
