[IGSMAIL-5898]: Three new GLONASS-M satellites active

Dear IGS colleagues,

We got confronted with first IGS tracking data of the three new
GLONASS-M satellites launched on 25 Dec 2008, namely:

   R03 (727) on 11 Jan 2009 (day 011)
   R02 (728) on 15 Jan 2009 (day 015)
   R08 (729) on 03 Feb 2009 (day 034)

With these three new satellites, the GLONASS-M constellation now
consists of 19 satellites. The only remaining active GLONASS satellite
of the older generation is R04 (795).

The CODE GNSS orbit products include currently up to 50 satellites (31
GPS plus 19 GLONASS). G01 is no longer occupied (inactive since 07 Jan
2009); R06 (701) is marked unusable and relatively often inactive. Once
more, it should be emphasized that current data of R09 (722) is
considered useless and is therefore generally excluded from our
analysis.

ANOTHER MILESTONE REACHED: With 50 (or potentially 51) active GNSS
satellites, we reached the highest number of satellites we ever
considered at one time in the operational analysis at CODE.

IMPORTANT NOTE: There is still a number of IGS GNSS receivers which is
not yet ready for zero or negative GLONASS frequency channels. This is
an unacceptable situation, especially since already 8 (of 20) GLONASS
satellites transmit their signals on these frequency channels: R09
(-2), R11 (0), R13 (-2), R15 (0), R17 (-1), R18 (-3), R21 (-1), R22
(-3). See:
