[IGSMAIL-5801]: BHR1 BHR2 antenna height correction

Please be advised that NGA has corrected the antenna height for sites
BHR1 and BHR2 and submitted new site logs to reflect this.  On July 21,
BAHR was decommissioned and replaced with BHR1 and BHR2 to account for
dual receiver/clock combinations but with a common antenna.  The
equipment did not change and the antenna was not moved.

RINEX files for days 203 through 205 will be corrected and resubmitted
to the analysis centers.
