[IGSMAIL-5716]: Rapid & Final products now from NGS

Following up IGS Mail 5700, starting with Rapid
and Final product combinations from today, these
are now generated at NGS instead of GFZ/Potsdam.
That is, IGR 1466_2 and IGS 1464 (later this week)
onward come from NGS now, joining the Ultra-rapids
that were switched last week.

As some of you probably noticed, the past week
has been an interesting learning experience, which
we hope will quickly become much less interesting.
Apologies to all who may have been disturbed by
any non-standard events.

Please note that we are not yet prepared to make
IGR and IGS PPP reports, so these will continue
to come from GFZ.  (Major work is needed to
rebuild this processing using the Bernese software,
courtesy of the CODE group.)  Also the ACC website
has not been moved.  These facilities will come
later.

Also, any user who gets IGS product from the
ftp site at GFZ/Potsdam should modify their
procedures to use the official IGS Global Data
Center sites.
