[IGSMAIL-5637]: RINEX V2.11 and L2C data archiving

    After discussions with Angie Moore, and given the announcement
in IGSMail 5506:

it is now time for the IGS data centers to start archiving files
formatted using RINEX V2.11 and containing the L2C signal in the
operational archives.  Therefore, starting Sept. 1, the IGS data
centers will begin archiving data in RINEX V2.11 format in their
operational directories.  The CDDIS has maintained a "test"
directory in its archive containing these data for several years;
these older data files will be transitioned to the operational
archive on CDDIS shortly.
