Dear IGS Colleagues:

As you have seen in IGSMail #5498, our SINEX experts have taken the decision to 
return SINEX 2.02 to positive longitudes, and an I3 longitude field. 
Unfortunately, this is not the guess that we made when the contradiction between 
negative longitudes and the I3 width was discovered.  Therefore, I have to 
announce that the format of the igs.snx SINEX template has been changed again, 
as of today, to comply with the restated format.

May I apologize for having made the wrong guess and for any inconvenience 
caused, as well as thank the SINEX team for handling the issue promptly.
