After 28 years of service, Miranda Chin will retire from the National 
Geodetic Survey this Friday, Nov. 3. Many of you throughout the IGS have 
had the privilege, as I have had, of working with Miranda over the past 
years. So you already know what a pleasure it has been to work with her. 
Miranda is one of those rare people who combines competence and 
determination with charm and grace. With skills exceeding the merely 
technical, she shares her enthusiasm and by example, brings out the best 
in people. Of particular interest to the IGS community, Miranda began 
the GPS part of her career working on NGS' GPS processing software, 
OMNI, and translating manufacturer's binary formats into ASCII. She 
single-handedly worked with colleagues around the world to put together 
and operate the Cooperative International GPS Network (CIGNET), which 
preceded the formation of the IGS. When it was time to transition the 
IGS from a resolution on a piece of paper into reality, Miranda was one 
of the key people with the experience and leadership needed to make that 
happen. She continued to help establish GPS tracking stations around the 
world and in particular the CORS network in the U.S., generously giving 
her time to train others to her high standards. Miranda can be 
justifiably proud of her legacy and the respect from friends and 
colleagues in dozens of different countries. We will miss her deeply and 
wish her all the best.
