Dear Colleagues,

Users of the igs.snx SINEX template, please check this proposed revision to go 
along with the change in reference frame and antenna calibrations.

Here is a list of the changes made.

1. SINEX version is now 2.00
2. Longitudes are now between -180 and +180 degrees, per SINEX 2.00
3. GPS_PHASE_CENTER values come from igs05_1390.atx
4. GPS_PHASE_CENTER values are given once for all antennas of like type
5. the antenna model used is shown in the last column of GPS_PHASE_CENTER
6. phase centers are only given for antenna+radome pairs that are actually 
calibrated.  See IGSMail #5189, point #2.
7. Nonzero horizontal eccentricities are shown in the SITE/ECCENTRICITY section. 
  From the beginning of the igs.snx template up to now, zeros were written even 
when nonzero eccentricities exists, for reasons that no one seems to remember. 
The only affected current stations are NYAL, OBET, and WUHN.

It is my plan to make this version the official igs.snx as of 6 November, which 
is when the igu products will switch.  Please send me any comments on this 
schedule, or the contents of the proposed.igs.snx file.

Note: We continue to pursue getting priority former sites into igs.snx for the 
reprocessing effort, so you may anticipate additions of this type in the near 
future.
