[IGSMAIL-5382]: Network outage at GSFC July 22

We have been informed that NASA will be performing upgrades to
the network at GSFC on Saturday, July 22 from 10:00-14:00 EDT
(14:00-18:00 UTC).  Connectivity to GSFC and thus to the CDDIS
will be intermittent during this period.  A second outage may
occur the following Saturday July 29 during the same period;
more information on this network interruption will be sent
later.  We regret the problems that this network upgrade will
cause the user community.
