[IGSMAIL-5325]: Update to CDDIS scheduled downtime

The previously announced downtime of cddis.gsfc.nasa.gov for today,
March 22, has been canceled.  However, due to work in our building,
the CDDIS server will be taken down on Saturday March 25 from
05:30-11:30 EST (10:30-16:30 UTC).  We will try to bring the system
up sooner if work is completed earlier than scheduled.  We regret
the inconvenience this outage will cause the user community.
